Court Records Through Case.net

For criminal case history rather than current jail status, Missouri Case.net is the best free resource. Case.net covers all 114 Missouri counties and lets you search by name, case number, or filing date. You do not need to register or pay to use it.

A Case.net search for Callaway County will show you charges filed, all court events on record, motion filings, and how each case ended. The system notes whether a case was dismissed, resulted in a conviction, or is still active. It does not show images of court documents. To get copies of filings, you need to contact the Circuit Clerk's office in Fulton.

The Callaway County Circuit Court is part of Missouri's statewide court system. The Circuit Clerk is the official record keeper for all court filings. In-person records requests are accepted during regular business hours. Fees apply for copies, and certified copies cost more than standard copies. Call ahead to confirm current rates.

Note: Closed records, such as cases dismissed after charges were dropped or not-guilty verdicts, do not appear in Case.net searches for the general public.

Statewide Criminal History Through MACHS

The Missouri Automated Criminal History Site at machs.mo.gov is where most people go for a formal criminal history check. Name-based searches cost $15 per request and return what the system calls a "possible match." This means results are tied to the name you enter, not a fingerprint-verified identity. Because of that, name-based results require some care in interpretation.

What you get from a MACHS name search: convictions statewide, arrests less than 30 days old, charges with pending dispositions, and suspended impositions of sentence during probation. The system pulls from the statewide repository maintained by the Missouri State Highway Patrol Criminal Justice Information Services Division (MSHP CJIS) in Jefferson City. You can reach CJIS at (573) 526-6153.

Fingerprint-based searches cost $20 for state-only and $33.25 when the FBI check is added. These are "positive match" searches that return both open and closed records, including non-conviction data and expunged records for authorized purposes. Fingerprint capture appointments are scheduled through IDEMIA at a separate fee. Notarized results cost an extra $5.

Missouri Sunshine Law and Record Access Rights

Missouri's Chapter 610 Sunshine Law governs public access to government records, including criminal records. Under this law, arrest records are generally public. Agencies must respond to requests within three business days. Fees for copies are allowed but must be reasonable.

Two key exceptions close records to the public. First, if a person is arrested but not charged within 30 days, the arrest record closes under Section 610.105. Second, if charges are filed but later dismissed, nolle prossed, or the person is found not guilty, those records also close. Closed records will not appear in standard public searches but may still show up in fingerprint-based MACHS searches conducted by authorized agencies.

When submitting a Sunshine Law request in Callaway County, put it in writing and address it to the specific agency holding the records you want. Include the subject's full name, approximate dates, and the type of record. Written requests help agencies process your request efficiently and give you a clear record if there's any dispute about the response.

Sex Offender Registry

The Missouri Sex Offender Registry is a free public tool run by the Missouri State Highway Patrol. You can search by name, date of birth, or address at mshp.dps.missouri.gov. The registry covers both compliant and non-compliant registrants and includes photos, current addresses, and offense details. Callaway County residents can use this tool to check for registered sex offenders in Fulton or anywhere else in the county.

The toll-free registry number is 1-888-SOR-MSHP (1-888-767-6747). Non-compliant offenders are specifically searchable, which can be helpful when someone is not showing up at their last known address.

Corrections and Probation Records

The Missouri Department of Corrections maintains information about offenders under active supervision, which includes both people on probation and those on parole. The free offender search tool is at web.mo.gov/doc/offSearchWeb. It searches by first and last name and covers active offenders. Discharged offenders are not included in this system.

If you need information about a parolee or probationer and the online tool does not return results, you can contact the Parole Board directly. The phone number is (573) 751-8488 and email is probation.parole@doc.mo.gov. The department's main office is at 2729 Plaza Drive, Jefferson City, MO 65102.

Note: The DOC offender search does not serve as a full criminal background check. For a complete history, use MACHS or Case.net in combination with the DOC tool.

Expungement in Callaway County

Under RSMo 610.140, Missouri residents can petition to have certain criminal records expunged. Misdemeanor convictions require a three-year waiting period from the final disposition. Felony convictions require seven years. There is a lifetime cap of one felony and two misdemeanors that can be expunged. The petition is filed in the court that handled the original case, which for Callaway County residents would be the Callaway County Circuit Court in Fulton.

Eligibility conditions include no pending charges, payment of all fines and restitution, and no new convictions apart from minor traffic offenses. If the court grants the petition, all state agencies must destroy the records. If denied, the petitioner must wait one year before refiling. Local attorneys or legal aid services in the Fulton area can help residents understand whether they qualify and how to file correctly.
